The City of Carbondale, IL produced this tool to address new planning challenges that come with different population ages and their choices for transportation, including a focus on the movement of pedestrians. It addresses accommodating walkers and bicylists and ways to foster their method of transportation, coupled with a mindful eye on supporting access to healthy foods.

The toolkit includes planning and regulatory tools focused on growing options for physical activity and access to local, healthy foods; in particular, tools for local officials who make land development decisions in small and rural Connecticut towns. This toolkit is designed to support the EHHD region towns, as well as any other small, rural towns, in these efforts.
